The girl said her father would report to the police, but the bully claimed they had been in and out of the police station many times and would be out in twenty minutes. Sichuan Minor Bullying Incident Allegedly Received Light Punishment; Local Police Refute Claims of Perpetrators Being Officials' Children#
After a minor was beaten by multiple individuals in Jiangyou City, Sichuan last month, many parents expressed dissatisfaction online regarding the police's light handling of the case, with claims such as "the daughter of the deputy director of the Jiangyou City Public Security Bureau is one of the assailants." The local police refuted these claims on Monday (August 4) and imposed administrative penalties on the involved netizens.
A video circulated online last Saturday (2nd) showing a minor girl being surrounded and beaten by several other minors. The video shows the girl being forced to remove her clothing, wearing only her underwear, kneeling, and being continuously slapped and kicked, while others recorded the entire process.
In the video, the girl pleads for mercy, saying her family will report to the police, but the bullies say they are not afraid of the police, claiming they have "been in (jail) before," with a severe attitude that sparked public outrage. Some netizens claiming to be alumni of the group of girls stated that the bullying occurred simply because the girl's mother is deaf-mute.
The Jiangyou City Public Security Bureau announced on Monday that they have imposed public order penalties on the bullies surnamed Liu and Peng, and are in the process of sending them to a specialized school for corrective education. Another bully and the remaining bystanders received criticism and were ordered to have their guardians strictly supervise them.
The reported penalties have caused widespread dissatisfaction among local parents, leading them to surround relevant departments demanding severe punishment for the assailants, even resulting in clashes with police.
In response to subsequent online claims such as "the daughter of the deputy director of the Jiangyou City Public Security Bureau is one of the assailants," "the assailant's father is a lawyer," and "the assailant's mother is a first-level police officer in Jiangyou City," local police released a statement on Tuesday (August 5) stating that, upon verification, the parents of the three offenders include two unemployed, two working outside the province, one being a local salesperson, and one being a local delivery person, and the information regarding the parents' occupations is false.
The statement also mentioned that netizens Ding and Yang, after seeing the circulated video of the assault on Monday, fabricated rumors to gain attention and shared them in WeChat groups and on social media, leading to widespread dissemination that severely disrupted public order and caused a negative social impact. Currently, both have been administratively punished by the public security authorities.
